About HCV (Section 8) program

The Secaucus Housing Authority (SHA) Housing Choice Voucher (HCV) Program is designed to help income-eligible families pay their rent to private landlords. The U.S. Department of Housing and Urban Development (HUD) determines the rules and regulations for the Section 8 Program. Income eligibility is determined using current Federal Income Limits. The HCV Program provides families a choice in determining any type of dwelling unit as long as it meets certain requirements for rent limits, rent reasonableness and Housing Quality Standards (HQS). Persons determined eligible for the program receive a HCV in order to find an approvable unit of their choice within the Town of Secaucus. The landlord retains private property rights, including management, tenant selection, and maintenance. Participants pay approximately 30 percent of their adjusted income directly to the landlord. SHA subsidizes the remainder of the rent. The SHA currently administers over 200 vouchers, with a value of approximately $2 Million.

Section 8 Admin Plan

The Secaucus Housing Authority's (SHA) Section 8 Administrative Plan is created to delineate the policies used to govern the administration of the Section 8 Housing Choice Voucher Programs.

The purpose of the SHA Section 8 Administrative Plan is to clarify written policies in accordance with the U. S. Department of Housing and Urban Development (HUD) regulations regarding matters that are not covered under the HUD regulations but left to local discretion. The HUD regulations governing the Section 8 Housing Choice Voucher Program are documented in the Code of Federal Regulations, 24 CFR Part 982, 24 CFR Part 5 and 24 CFR Part 35.
